The "2025 Cloud IoT Innovation Awards," hosted by the Cloud Computing & IoT Association in Taiwan (CIAT), held its ceremony today. The "Business Tax AI Assistant," a system developed for the Financial Data Center of the Ministry of Finance, was honored with the prestigious "Exemplary Application Award." The project was led by the Taiwanese Agentic AI startup Headquarter.ai, with support from Chunghwa Telecom Enterprise Business Group, leveraging Amazon Web Services (AWS) technologies. By utilizing controllable Agentic Workflows and specialized Retrieval-Augmented Generation (RAG) for legal reasoning, the system helps officials rapidly complete case analyses and regulatory inquiries, serving as a landmark achievement for Generative AI in government.
As Generative AI continues to evolve, the public now has access to diverse tax information channels, resulting in increasingly complex cases that demand more time and professional judgment from tax officials for review and interpretation. Following the implementation of the "Sales Tax AI Assistant," feedback indicates that the time required for frontline staff to complete a case analysis has been drastically compressed from 4–5 hours to just 5–10 minutes, while overall LLM costs have dropped by 85%, effectively alleviating the burden on personnel and significantly boosting administrative efficiency.
To help agencies adopt Generative AI while maintaining compliance, information security, and governance, Headquarter.ai introduced a "Four-Phase Implementation Model":
SOP Intelligentization: AI experts guide agencies to clarify task logic and decision nodes within complex workflows, creating a blueprint for system integration to ensure project goals are feasible from the start.
